This is still out of the scope of the FOP project and not a bug.The syntax and validity of XSL is defined by a W3C specification and not by the output of a library. 


Ask for alternative ways of achieving this. Other tools, maybe post-processing / fixing the output etc. Starting from version 3.3.0 of doc4j, this feature became optional and is not well maintained.
