Summary: break-before="odd-page" fails at making blanks at
start of flow

It seems that when the very first content in a flow is a block with
break-before="odd-page", an empty page is inserted properly when necessary but
it does NOT use a blank-or-not-blank="blank" master reference when there is one
- instead the odd-or-even="even" one is used.
Odd-page breaks work perfectly within flows, just not when they appear as the
very first thing in a flow.
See attached minimal example which should illustrate the issue perfectly.

Fredrik, I am still awaiting your input as requested above. if I see no further
input by April 30, I will close this bug due to lack of requested information.
